Rosemary Katchmar LSW CEAP is the FAA’s National EAP/WorkLife Program Manager and National CIR Coordinator. She is a publicly acclaimed trainer and consultant to employers with behavioral risk management concerns. She began her EAP career when “disco died” and has been providing crisis consultation to private and public sector employers since 1992.

She is the co-author of “Bioterrorism and its Aftermath: Dealing Individually and Organizational with the Emotional Reactions to an Anthrax Attack” which was published in the International Journal of Emergency Mental Health.

Rachel Kaul

Rachel Kaul is Team Lead for Behavioral Health DHHS’s Office of the Assistant Secretary for Preparedness and Response. She provides national guidance and policy direction on disaster mental health. Ms. Kaul was an ER social worker and responder for community teams and a disaster mental health responder with the American Red Cross. She responded to the attacks on 9/11 at the Pentagon and in New York City and was Coordinator of Crisis Response Services at the Pentagon after the attacks. She has multiple publications on disaster mental health, death notification, and stress management.

Anne Kellogg

Anne E. Kellogg, M.A. is the Executive Director of the non-profit Chiron Center, Inc. ( with over 20 years specializing in working with those who place themselves in harm’s way in service of others. She is a nationally recognized expert in a wide range of topics related to the behavioral health, wellness, and resilience of EMS and public safety personnel, and regularly works with first responder organizations around the country. She is a Licensed Marriage and Family Therapist and maintains a Private Practice in both Oregon and California.

Pat Kirwan

Pat Kirwan is the Deputy Director of the State Claims Agency in Ireland who have a statutory brief to advise and assist 129 Delegated State Authorities with over 200,000 State employees in relation to risks, including psychological, which may give rise to personal injury and property damage litigation. It includes public services that by their nature, constitute higher risk activities such as the provision of clinical care in Hospitals, Emergency Responders, Police and Prison Officers on operational duty and Defence Forces personnel on operations overseas.

Glen Klose

Edmonton Police Service

Sergeant Glen Klose is a 17 year member of the Edmonton Police Service. He is currently a Patrol Sergeant working in Downtown Division and is the coordinator of the Edmonton Police Service Re-integration Team. Throughout his career, Sgt. KLOSE has worked in Patrol, Beats, Firearms Training Unit, and is one of the operators of the Edmonton Police Service jet boat. Additionally, Sgt. KLOSE is a member of the Edmonton Police Service CISM Team. Prior to joining the Edmonton Police Service, Sergeant Klose was a member of the Canadian Forces working with youth in the Cadet Instructor Cadre.
